During a change of command ceremony, Maj. Gen. Randall A. Ogden, 4th Air Force Commander, handed the guidon to Col. Phil Heseltine, signifying his new role as commander of the 931st Air Refueling Wing, Dec. 1, 2018, McConnell Air Force Base, Kan. Prior to Joining the 931st, Heseltine was the vice commander of the 22nd ARW, Team McConnell's active duty component.
