    Brigadier General Dieter E. Bareihs gives his initial remarks during the opening ceremony for the African Partnership Flight (APF) in Dakar, Senegal, 19 March 2018. The APF program is U.S. Air Forces in Africa’s premier security cooperation program with African partner nations to improve professional military aviation knowledge and skills.

    Good morning. I will keep my remarks in English, so that I don’t get in trouble for trying to speak French. My French is not very good, but I think I understood enough of your speech, sir, and I think ours are very similar. I too would first like to start by offering condolences for the crash of the Mi-17, last Wednesday, for the death Col Toure (Too Ray), and for the eight others, and for the many others that were injured. I’d like to offer our condolences and also please ask everyone to observe a moment of silence in honor of those who passed away. [PAUSE]

    Thank you. And Good Morning. Good morning everyone. I too would like to welcome all of you to Dakar and to this African Partnership Flight.

    I am Brigadier General Dieter Bareihs, the Director of Plans, Programs and Analyses for United States Air Forces Africa. On behalf of my boss, General Wolters, the Commander of United States Air Forces Africa, I thank you all for your participation in this event.

    I would like to recognizing our Distinguished and Honored Guests, our Air Chiefs and their representatives. Gentlemen, thank you for taking time out of your busy schedules to be here today…you grace us with your presence and just by being here, it’s an indication of how important this event is.

    I would like to extend a special thank you to Brigadier General Diop and the Senegalese Air Force. Thank you for graciously co-hosting African Partnership Flight. This is the second African Partnership Flight that Senegal has co-hosted. Thank you for your hospitality. I think this really shows how Senegal is the land of Taranga. [Jere jef pur Taanga]

    I have no doubt that this will be another successful and professional event.

    My fellow U.S. Airmen and I look forward to sharing experiences and to learning from all of the Airmen here this coming week. We have over 120 participants here, all working together, all working to promote common aviation goals and to advance our common vision of a safe, stable, and a prosperous Africa.

    This is the twelfth African Partnership Flight engagement that we’ve conducted with our African partners; and each time we have gained new friendships and learned more about one another. While we may come from different backgrounds, we are all Airmen…it is our shared value of duty and service which binds us together.

    It is the goal of African Partnership Flight to build aviation capacity, to enhance regional cooperation, and to increase interoperability in the region. Together, we can achieve those goals. Together we learn and we can become stronger. Though the training is sometimes difficult, the end result makes it worthwhile I’m told there is an old proverb: “Whoever wants honey must brave the bees.”

    To our distinguished guests and to all the participants here today thank you for the time you have taken to join us and I hope this opportunity to learn from each other and to build lasting partnerships is beneficial and exceeds your expectations.

    It is our hope that the lessons learned and friendships made this week will last long after this event and will benefit us all well into the future. As the saying goes: “People are medicine for people.” We all need each other. I hope you have a great week, and thank you very much.
