Lt. General James S. Buchanan and Brigadier General Juan J. Reyes drove with a group of soldiers and the Mayor of Caguas, Honorable William Miranda Torres, to Barrio Borinquen of the same city. There they delivered food and water to the people of the town.
Food and water has been scarce in some areas after Hurricane Maria. The soldiers were from the Puerto Rico National Guard, the Army Reserve and from the Active Duty component.
