Talks to a military reporter in Fallujah, Iraq about about carrying on the work of the former I MEF Commanding General and moving forward with the strategy for the province. Funding construction projects, enhancing Iraqi security and addressing crime are discussed. He describes Fallujah as locked off from the outside, but that the rule of law is not established inside. The Fallujah Bridage that was equipped for the job has "evaporated...the experiment didn't pan out." LtGen Sattler says they are looking at going into areas and starting projects where the residents are supportive and security can be established - shifting money away from areas where people won't cooperate with security forces.
