Phillip Dyson, captain of he Kathleen Yvonne shrimp boat, urges other shrimpers to follow the law in Lake Charles, Louisiana, Jan. 13, 2017, as he recalls his felony and misdemeanor, not having turtle excluder devices to protect marine wildlife and for selling shrimp across state lines. The U.S. Coast Guard Investigative Service, National Oceanic Atmospheric Administration Office of Law Enforcement and Louisiana Department of Wildlife and Fisheries investigated Dyson and he plead guilty to a felony and misdemeanor Lacey Act violation Aug. 11, 2016.
