Gen. Herbert Carlisle, Commander, Air Combat Command, talks about NIE 16.1 from Fort Bliss, Texas. NIE 16.1 is the tenth in a series of Soldier-led evaluations, which are conducted to build, test and field the Army’s tactical network. NIE 16.1 will be conducted at Fort Bliss, Texas; White Sands Missile Range, New Mexico; and Holloman Air Force Base, New Mexico from 25 September through 8 October 2015.
