PORTSMOUTH, Va. - Coast Guard Petty Officer 1st Class Ra Wilkinson, a watchstander at Coast Guard 5th District Command Center in Portsmouth, communicates with the captain of the Filipino flagged vessel Sebring Express, Feb. 3, 2011. Using Amver, the Automated mutual-assistance vessel rescue system, Wilkinson was able to direct the captain of the Sebring Express to the location of the Emergency Position-Indicating Radio Beacon broadcast assigned to the sailing vessel Nacouda.
