The video shows emergency rescue and decontamination operations being conducted at the Tualatin Valley Fire and Rescue training area in Tualatin, Oregon. This training is part of an emergency response exercise Vigilant Guard conducted by multiple agencies across the state as well as National Guard representatives for other western states.
