The Chief of Naval Operations Enlisted Plans and Policy Branch held training to inform sailors on Billet-Based Advancement (BBA) at Commander, Fleet Activities Yokosuka, August 26th. The billet based advancement system replaced the Navy-Wide Advancement Examination (NWAE) as the method by which advancement eligibility and billet quotas are determined.
