The U.S. Army Corps of Engineers (USACE), Buffalo and New York Districts, in partnership with the U.S. Army Engineer Research and Development Center (ERDC), are developing a rapid wetland functional assessment method, the “New York Wetland Rapid Assessment Procedure” (NYWRAP), to support USACE Regulatory Program decision-making under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899. The USACE Regulatory Program requires defensible wetland assessments to: (1) characterize a wetland’s function or condition, (2) understand the impact of a proposed action to wetland function or condition, and/or (3) inform the development of wetland compensatory mitigation to ensure that appropriate levels of wetland function or condition are achieved. The NYWRAP is being developed to provide a transparent, repeatable, and defensible functional assessment approach applicable across all non-tidal freshwater wetlands in New York State. NYWRAP will provide Regulatory Program decision-makers with the resources needed to objectively evaluate alternatives, avoid and minimize impacts, quantify and assess unavoidable impacts, determine compensatory mitigation requirements, and potentially as a component to monitor the success of compensatory mitigation projects.
