The MAFFS program is a joint effort between the U.S. Forest Service and the Department of War. The U.S. Forest Service owns the MAFFS equipment and supplies the fire retardant, while the Department of War provides C-130H and C-130J aircraft, aircrews, and maintenance and support personnel to conduct wildfire suppression missions.
