In December 2010, a White House memorandum from the Assistant to the President for Homeland Security and Counterterrorism tasked the Secretary of Defense to: “Establish agile and flexible advanced development and manufacturing capabilities to support the development, licensure, and manufacturing of medical countermeasures.”
Known as the DoD-ADM, the facility is unique in several ways.
• It is a multi-purpose, multi-product biologics development and manufacturing facility that complies with current Good Manufacturing Practices, or CGMP’s.
• It has two independent manufacturing processing suites designed to operate up to Bio Safety Level 3
• The open ballroom and modular cleanroom design allow for flexible manufacturing of biological medical countermeasures such as vaccines and antibodies.
The facility is intentionally designed with available utilities and equipment that support simultaneous manufacturing of up to 4 separate and distinct products at any given time.
The DoD ADM’s Regulatory team ensures that quality and regulatory aspects are addressed throughout all stages of development for product licensure, including serving as the regulatory sponsor.
The Facility houses advanced manufacturing equipment including both traditional stainless steel and modern single-use, disposable technologies. It has established Known Technologies and Platforms like monoclonal antibodies and DNA plasmid production that allow for cost efficiencies, maximum flexibility, rapid changeover and reconfiguration.
Under the guidance of the JPEO-CBRND, the ADM Capability Program Office provides oversight of the government furnished equipment and has awareness of the operational availability and utilization of the facility.
This partnership provides the DoD with priority access for emergency use and provides scalability and surge capacity for government needs.
The DoD-ADM is also able to leverage existing contractual relationships, including sole source justified other transaction authorities, to further accelerate its response.
The facility has a proven track record of success by rapidly producing quality medical countermeasures for the Warfighter and the public.
