U.S. Army Reserve Brig. Gen. Matthew Cain, commanding general, and Command Sgt. Maj.
David Sayers, command sergeant major, 364th Expeditionary Sustainment Command,
wish the U.S. Army Reserve a happy 118th birthday on behalf of the command's Soldiers
across the western United States and abroad participating in Exercise Balikatan 2026 at
Santa Ana, Philippines on April, 22, 2026. On April 23, 1908, Congress authorized the
creation of the U.S. Army Reserve, and today we celebrate the citizen-Soldiers serving
around the world who answer the call to duty while maintaining careers and communities
at home. Balikatan is a longstanding annual exercise between the Armed Forces of the
Philippines and U.S. military that represents the strength of our alliance, improves our
capable combined force, and demonstrates our commitment to regional peace and
prosperity.
