The DOUBLE EAGLE is the official publication of the U.S. Army Reserve Command headquarters located at Fort Bragg, N.C. The internal publication is published under the provisions of AR 360-1, Army Reserve Public Affairs, by the HQ USARC Public Affairs, Internal Information Branch. It is written, designed and produced by the USARC Public Affairs staff without any outside design support. Editorial input comes from the PAO staff as well as staff directorates and sections within the headquarters. Circulation is initially planned through email and the internet via http://www.dvidshub.net/units/usarc. Other potential circulation venues include utilizing Newstand on the Apple App Store.

The potential audience reach is 2,500 Soldiers and Department of the Army Civilians working in the headquarters. The intended audience is all Soldiers and Army Civilians who work for the command. Other potential audience members include all Soldiers and Army Civilians who work for U.S. Army Forces Command which is co-located with Headquarters, U.S. Army Reserve Command at Fort Bragg, N.C.

The DOUBLE EAGLE serves as a tool to educate Soldiers and Civilians within the headquarters of through timely and interesting stories which promote the relevancy of the mission of the men and women serving in the command. Through news and feature stories, the DOUBLE EAGLE demonstrates that working in the command headquarters directly supports the warfighters in the operational reserve.
