    Provincial Reconstruction Team Kandahar

    Kandahar Provincial Reconstruction Team leadership recognized U.S. Army Specialist William Blackburn during a ceremony at Camp Nathan Smith in Kandahar City, Afghanistan, and has been selected as Emissary of the Month for the month of November in support of Operation Enduring Freedom. Specialist Blackburn is stationed at Fort Bliss, TX in C. Co 4-17 Infantry 1st Brigade Combat Team, 1st Armor Division, and is currently deployed as a member of KPRT’s Security Force. He has been in the Army for two years.

    During November, Specialist Blackburn distinguished himself through his contributions to fellow KPRT members, the guard force, and peers. A native of Mississippi, his “southern ingenuity” enabled him to significantly improve living conditions for everyone residing in the barracks by helping reconstruct the common area. Additionally, he welded guard towers and installed shelves in the connex; which thoroughly organized the area.

    Blackburn’s leadership knows him by his strong work ethic, eagerness to help, and knowledge in communications. Since arriving in Afghanistan, in addition to being his team’s automatic rifleman, Blackburn’s convoy communication knowledge is often put to use as the Radio Telephone Operator
    when needed. His peers identify him as a natural leader, citing his skill and ability to effectively teach those around him.

    KPRT, a civil-military organization consisting of U.S. Navy and Army active-duty and reserve members, conducts operations to support the growth in capacity and capability of the Kandahar provincial government. KPRT works closely with other military units, civilian agencies, contractors and non-governmental organizations to support Government of the Islamic Republic of Afghanistan (GIRoA) progress toward sustainable stability.

    Specialist William Blackburn is married to his wife, April, and he enjoys working out and playing Modern Warfare 3.
