FARAH PROVINCE, Afghanistan – The Khak-e Safed District Development Association, assisted by coalition Special Operation Forces held a graduation ceremony and shura for the area villages at the Khak-e Safed district center, Oct. 3.
More than 125 village elders from every major village in the Khak-e Safed district and at least 20 members of the Farah provincial government and Afghan National Security Forces leadership attended the ceremony and shura to support the graduates and strengthen the ties between local and district level governance.
The day began with the graduating of 46 new Afghan Local Police members from the Khost village of Khak-e Safed district. The ALP marched stoic and in-line, donning new uniforms, to receive their graduation certificates in front of the villge elders and district and provincial leadership.
“The ceremony demonstrated to elders that residents within the district were willing to provide for their own security and will no longer allow [insurgents] to take refuge in their villages,” a SOF leader said.
Although the first part of the day was focused on the graduation of ALP members, the next part of the day was devoted to discussion over district development in a shura. The event marked the first time since March that elders have all gathered for the District Development Association shura.
The deputy provincial governor emphasized, “It is important to continue the DDA shura and only through the participation of elders will [provincial leaders] be able to make a significant impact in the district.”
Provincial development leaders stated that, through future cooperation and interfacing with the DDA and ALP, they would work with the district shura and elders to provide development.
The reestablishment of the shura marks an important milestone in coalition forces’ and the Government of the Islamic Republic of Afghanistan’s efforts to facilitate and mentor effective governance in Khak-e Safed.
