ZHARAY DISTRICT, KANDAHAR PROVINCE, Afghanistan – Afghan and coalition security forces headquartered near the village of Nalgham in central Zharay district, conducted a vehicle registration drive, Oct. 3, to issue identification cards and vehicle registration placards to the local population living there, in an initiative designed to better understand the villagers, as well as denying insurgents the ability to hide among the people.
Nearly 30 residents from Haji Abass and Sayedan completed the registration process for their vehicles and motorcycles, and were also entered into a biometric database. The residents then received an identification card that included their vehicle number, village and other relevant data. As the villagers waited to complete their applications, soldiers from the security element discussed microgrant opportunities, as well as the New Opportunity program.
Microgrants are small grants issued to business owners to help them develop their businesses, hire more employees and purchase more equipment. The New Opportunity program is a crop transition program that encourages farmers and landowners to switch to wheat harvest versus growing illicit crops like marijuana and opium.
Soldiers with Combined Task Force Spartan’s 1st Battalion, 32nd Infantry Regiment (Task Force Chosin), say the fact that local residents felt safe enough to wait and apply for vehicle registration stickers, shows their contentment towards working with Afghan and coalition security forces.
“Allowing the villagers to use the roads improved by the TF Chosin, will continue to improve relations between the combined team and the locals,” said Lt. Col. Kenneth Mintz, commander of 1-32 Infantry. “The fact that locals were willing to appear openly in public to register their vehicles and get ID cards, shows the improvement in security in Nalgham.”
The vehicle registration process will allow the residents to utilize almost all roads south of a nearby ditchline in Nalgham. The registration stickers took about an hour to distribute to the 28 people who registered.
