KABUL, Afghanistan — Construction of a police headquarters for Paghman, a district of Kabul province outside the Afghan capital, began with a groundbreaking ceremony near the center of the district today.
Army Gen. David Petraeus, commander of coalition forces in Afghanistan, named Paghman as one of two two key districts in which an ANP presence will help stop insurgents from entering Kabul City.
The headquarters will be a 600 square meter, multi-purpose facility with cells, guard towers, offices and an armory.
“It is very important for the police to have a good building and good systems,” said Mahmut Cakar, general manager of Kabuljan Construction Company. The company will employ 300 laborers for the project, and has a goal to open the new headquarters this December.
U.S. Army Corps of Engineers officials believe the district headquarters will play an important role in Paghman’s security and police force.
“You cannot have security without a police force and you cannot have a police force without a police station,” said Army Col. Thomas Magness, commander of the corps’ Afghanistan Engineer District - North.
Ninety percent of the laborers will be Afghan, and all the supplies will come from Afghanistan, directing much of the $1,326,000 earmarked for the project into the country, said Magness.
This project is important to Kabuljan, and the construction company will strive to make it perfect, said Cakar.
