    ACSI visits Farah

    KABUL, Afghanistan - The Afghanistan Civil Service Institute visited Farah province Jan. 2 to perform quality assurance and training with the Afghan district government ministries and their mentors.

    ACSI’s responsibility is to promote the capacities of Afghanistan’s civil servants by ensuring they are fully capable of performing. Civil servants and their mentors fill out a questionnaire and are interviewed to gauge their skills and determine where they need training.

    “We have several types of questionnaires,” said Dr. Farhad Naser Ganji, Quality Assurance Specialist for ACSI. “Some of our questions are how they are implementing projects and what are their achievements and how did they make that achievement possible.”

    “Our goal is capacity building, we believe that without capacity building we cannot stabilize the situation in Afghanistan,” said Ganji. “So even if there’s peace but there is not capacity we cannot rebuild the country.”

    The institute’s national and sub-national level civil servants are trained in the areas of communication, leadership, planning, controlling, recruitment, English language and computer skills before they join ACSI. Since February 2010, more than 9,000 civil servants have been trained in human resources management, financial management, project management, strategy and policy, and procurement.

    “What we are doing helps build the capacity for Afghanistan. We have these capacity building programs in approximately 24 provinces in Afghanistan,” said Ahmad Fahim Safi, quality assurance deputy director for ACSI. “We have been performing these functions across the country to established districts and some non-established districts.”

    ACSI plans to train more than 16,000 civil servants in 2011. Thus far ACSI has trained more than 3,500 government employees in the five areas.

    “We are the people who have to help the Afghans, I mean, it’s our own country,” said Safi. “So I am proud to be part of this team, and I am happy to see my Afghan people who did not have education, now have one and are performing on their own,”
