KABUL, Afghanistan - The International Security Assistance Force remains committed to helping those who have lost property or otherwise been affected by violence throughout the country, especially in the southern part of the country.
A recent Afghan Rights Monitor, or ARM, report suggests "carpet bombings" and other ISAF actions have destroyed "hundreds of homes" while not offering protection or services assistance to those affected.
"This report cites only conveniently unnamed sources with a profoundly negative bias," said Lt. Col. Webster Wright, Regional Command South spokesperson.
This report cannot be considered accurate or balanced since ARM did not reach ISAF or ISAF Joint Command officials for comment, and therefore it is one sided.
"We take great care to minimize civilian casualties and limit collateral damage. ISAF has implemented tactical directives to ensure that the loss of human life and property destruction is minimized," said Wright.
Kinetic operations have increased over the last several months in the south, in the Panjwa'i District in particular. This area has been known historically as an insurgent safe haven. Coalition forces have increased the number of precision airstrikes and use of mine clearing charges to eliminate these weapons.
When possible, local officials are consulted to gain their approval prior to any release of munitions, the area is cordoned, and announcements are made through local media or loud speakers prior to reduction.
"ARMs allegations of indiscriminate 'blanket bombing' are inaccurate," said Col. Hans Bush, ISAF Joint Command spokesman. "These strikes are done deliberately to make the area safe for Afghan and coalition forces to conduct operations against the Taliban. The Taliban need to accept responsibility for placing Afghan property and civilians at risk in the first place, by emplacing IEDs and bobby-trapping structures."
If civilian compounds or property is damaged, the owner of that property may submit a claim for financial restitution and/or construction assistance.
The fastest and most efficient way for a property owner who wishes to make a claim for compensation and reconstruction is to bring proper documentation to the nearest ISAF operating base to begin the process.
