Multinational service members participating in Super Garuda Shield 2026 completed the exercise’s first staff-produced operations order during a staff exercise (STAFFEX) held Aug. 31-Sept. 10 at the Indonesian Armed Forces Staff and Command School in Bandung, marking a milestone as Super Garuda Shield prepares to conduct its first command post exercise (CPX) next year.
The Hawaii National Guard, working alongside Indonesian counterparts and multinational partners, played a large role in planning and executing the STAFFEX, as well as the exercise’s cyber exercise (CYBEREX) and humanitarian assistance and disaster relief tabletop exercise (HADR TTX).
The production of the operations order marked a notable progression for the STAFFEX. Rather than focusing solely on staff processes and planning discussions, participants worked through the military decision-making process to develop, synchronize and publish a formal plan designed to direct subordinate elements toward a common mission and commander’s intent.
“This is the first training audience to produce an operations order during the STAFFEX,” said U.S. Air Force Brig. Gen. Phillip L. Mallory, commander of the Hawaii Air National Guard. “I challenge those who will participate in the exercise next year to carry our momentum into the first ever command post exercise.”
The achievement served as a measure of the STAFFEX’s maturation and will help inform next year’s first CPX. Rather than replacing the STAFFEX, the CPX will become part of a rotational training model, with the exercise alternating between staff focused planning and command post execution in successive years.
Under that model, the STAFFEX provides participating staff an opportunity to refine planning processes, coordination and development of operational products, while the CPX places greater emphasis on exercising command and control, decision-making and execution. Alternating between the two formats is intended to build complementary skill sets and progressively increase the complexity of multinational training.
“What we have accomplished here demonstrates not only how far this exercise has come, but also where we intend to take it,” Mallory said.
The Hawaii National Guard’s involvement across the STAFFEX, CYBEREX and HADR TTX also reflects the depth of the long standing relationship between Hawaii and Indonesia through the State Partnership Program, which marks its 20th anniversary this year. Hawaii Guard planners and subject matter experts worked closely with Indonesian counterparts to help shape and execute each event, building on two decades of recurring engagements and shared training.
Mallory said the Hawaii National Guard participated in approximately 20% of roughly 200 activities conducted between the United States and Indonesia during the previous year.
“Super Garuda Shield provides a tangible way to put that partnership into action, building readiness, strengthening interoperability, and improving our ability to operate together when it matters most,” Mallory said.
As the STAFFEX moves toward its first CPX, Mallory challenged participants to carry forward the lessons learned from producing the operations order and continue improving multinational planning, communication and integration.
“Our success will ultimately be measured not simply by what we accomplished during this exercise, but by how much more capable we are when called upon to act together,” he said.
