Rally Point Bistro Prepares to Open: How the CSDV 'Freedom Dollar' System Works for Fort Bragg Soldiers

FORT BRAGG, N.C. — With construction nearing completion on Fort Bragg’s first Campus-Style Dining Venue (CSDV), the installation is preparing for opening day at the Rally Point Bistro, located across from the Soldier Support Center.

Following the initial announcement introducing the modern, college-style dining concept to Fort Bragg, leaders and food service officials want to outline how the venue contractor's innovative "Freedom Dollar" model operates, ensuring barracks Soldiers maximize their daily meal entitlements.

The facility marks the fourth CSDV location opened by the Army through a contract with Compass Group USA, Inc., following debuts at Fort Hood, Texas; Fort Carson, Colorado; and Fort Drum, New York.

Freedom Dollars: Value, Not Cash

"Freedom Dollars" represent a flexible purchasing value assigned to daily meal entitlements—not physical cash, extra earnings, or an additional payroll deduction. Barracks Soldiers residing in unaccompanied housing on Essential Station Messing (ESM) receive their standard Basic Allowance for Subsistence (BAS), from which the regular $13.65 daily deduction is automatically applied for provided garrison meals. At the Rally Point Bistro, that same daily entitlement is converted by the venue operator into a total daily purchasing value of $39. The $39 daily allowance breaks down into three distinct meal credit values:

• Breakfast: $9.57
• Lunch: $15.86
• Dinner: $13.57

How the Scanning and Spending Rules Work

The CSDV system incorporates several practical guidelines designed to prevent out-of-pocket spending and maintain accountability:

• Rolling Funds Across Meals: If a Soldier orders a lighter breakfast totaling less than $9.57, the remaining funds roll into their lunch balance, and any remaining balance after lunch rolls forward to dinner at the CSDV. Soldiers can also scan into their lunch or dinner allotments earlier in the day to suit non-traditional operational schedules.
• Covering Overages: When a meal exceeds a designated period's value—such as a breakfast order coming to $12.00—the Soldier can elect to scan and pull from their lunch balance to cover the difference or pay out-of-pocket.
• Single-Venue Scan Policy: Once a Soldier scans into a specific meal value at the Rally Point Bistro, that meal entitlement is registered in the Army’s system. Consequently, the Soldier cannot scan for that same meal at a traditional dining facility (DFAC), dining kiosk, or mobile food truck on post. Any remaining balance from that meal window must be utilized at the bistro.
• Daily Expiration and Reset: The $39 Freedom Dollar value resets every 24 hours. Balances do not accumulate, carry over to the next day, or convert into a cash payout.
• Receipt Tracking: Every Rally Point Bistro transaction receipt displays the Soldier’s remaining daily balance, making it easy to see available funds and pick up grab-and-go items, snacks, or beverages before the midnight reset.

Unit S-1 Action: Verify MEC 09 Codes Before Launch For the automated scanners and self-service kiosks to recognize a Soldier's Common Access Card (CAC), unit leadership and individual service members must ensure their administrative personnel codes are accurate. Barracks Soldiers on meal-card entitlements must confirm with their battalion or brigade S-1 that their personnel profile reflects Meal Entitlement Code (MEC) 09 in the Army Food Management Information System (AFMIS), as well as ESM enrollment in IPPS-A.

Without the MEC 09 code active, the CSDV scanning system cannot verify the Soldier's entitlement conversion, preventing seamless scan-and-go access at the registers. Incoming Soldiers in-processing through reception units will receive code verification automatically, but permanent-party personnel residing in barracks are urged to verify their status with their S-1 immediately. Soldiers who receive error codes when scanning their CACs at the CSDV register will be required to pay for their meals.

Venue Access and Next Steps

While “Freedom Dollar” conversion applies exclusively to barracks meal-card holders at the CSDV, the Rally Point Bistro is open to the entire Fort Bragg community.

Soldiers receiving BAS without deductions, military family members, Department of War civilians, and post contractors are welcome to dine à la carte using credit cards, debit cards, or cash. Menus feature diverse stations, including made-to-order grills, specialty delis, fresh salad bars, and chef-curated hot entrees.

Prior to the official grand opening and ribbon-cutting ceremony, scheduled Sept. 29, the Rally Point Bistro will conduct a soft opening period. The preview phase allows bistro staff and diners to test kitchen workflows, navigate digital kiosk ordering, and collect customer feedback.

Operating schedules, designated meal hours, and live updates will be shared through official installation social media pages and the My Army Post App (MAPA).
