Integrated U.S. Security Cooperation Drives Albania’s Cyber Defense Initiative
TIRANA, Albania – The Defense Security Cooperation Agency’s (DSCA)Defense Security Cooperation University (DSCU) concluded its most recent cyber defense advising engagement on July 17, 2026, marking the latest step in a multi-year bilateral effort to strengthen Albania’s cyber defense capabilities.
In coordination with U.S. Military Group Tirana, part of DSCA’s Defense Security Cooperation Service, DSCU’s Defense Management Advising (DMA) team leads an integrated “whole-of-Department of War enterprise” initiative to advance Albanian Ministry of Defense (MoD) and Albanian Armed Forces cyberspace capabilities. Implemented through a Resident Advisor and non-resident advising engagements, this DMA Cyber Advising program advances Institutional Capacity Building (ICB) goals, including the Albanian Armed Forces’ cyberspace capabilities, operational capacity, and readiness.
The Albanian DMA Cyber Advising program took on new urgency following Iran state-sponsored cyberattacks in 2022 that targeted Albanian government infrastructure. The attack highlighted the critical need for robust, proactive cyber defense posture. As a result, the DMA Cyber Engagements, executed under U.S. security cooperation authorities, have supported the establishment of Albania Cyber and Signal Command and helped drive institutional changes across the defense management enterprise.
The continuum of engagements implemented by DSCU aims to increase burden sharing and strengthen Albania’s institutional defenses by providing Albania’s MoD and Armed Forces with the critical training and tools to harden its digital infrastructure and build a resilient cyber defense posture. Since July 2023 when the ICB program was initiated, advising has focused on cyber strategy development, workforce development, organizational change management, intelligence support to cyberspace operations, and operational planning for cyberspace operations.
“This DSCU-led security cooperation initiative's goal is to increase burden sharing with our Albanian allies with the doctrine, training, and operational frameworks they need to defend themselves and NATO allies in the digital domain,” said Gabriel Vaughan, Cyber Resident Advisor—Albania. “By empowering Albania to secure its own networks, we build a more resilient partner capable of countering shared threats and ensuring our collective safety, security, and prosperity.”
