When Soviet forces severed all land and water routes into West Berlin in June 1948, allied aircrews and ground teams launched an around-the-clock lifeline known as Operation Vittles. Among the C-54 Skymaster pilots flying the allied supply bridge was U.S. Army Air Forces 1st Lt. Gail S. Halvorsen.
During a turnaround at Tempelhof Airport, Halvorsen met German children gathered along the fence line. Instead of begging for rations, they urged the Americans to keep flying. Moved by their resilience, Halvorsen shared the only food he had with him – two sticks of gum. Watching the children split the pieces and share the foil wrappers just to smell the mint, he promised that next time he would bring enough sweets for everyone.
That spark of empathy became Operation Little Vittles, mobilizing a nationwide effort that delivered 23 tons of candy to the children and earned Halvorsen the title "The Candy Bomber."
More than seven decades later, that heritage of tactical ingenuity and ground-level grit continues across the European theater as U.S. Air Force Tech. Sgt. Rebecca Frazier, 100th Logistics Readiness Squadron section chief of air transportation functions, became the 2025 United States Air Forces in Europe – Air Forces Africa Col. Gail Halvorsen Logistics Award winner.
“Initially, I didn’t know what was going on,” Frazier said. “I gave myself a moment to reflect, and I was immensely grateful because we are such a small but mighty team. We have had a tremendous amount of support over the past year, so it’s really rewarding.”
While the award recognizes logistical excellence, it was Halvorsen’s compassion in the face of crisis that resonated most with Frazier.
“It’s one of the most compassionate things that I’ve ever heard,” she said. “In the middle of a major crisis, he took a moment to think, ‘What about these kids?’ To have my name associated with this fantastic human being is truly an honor.”
Over the past year, Frazier and her team served as the logistical backbone for major command priorities, high-tempo exercises, and contingency taskings across the European and African theaters.
“We supported one of the largest MAJCOM exercises over the last year. It was a massive haul and a major flex of power,” Frazier said. “We’re responsible for training and deploying the base. We physically inspect all cargo deploying from RAF Mildenhall and create load plans to make sure aircraft balance and flight safety remains uncompromised. Safety is our number one priority.”
Frazier’s leadership proved vital when the unit faced sudden operational friction. Displaced by building renovations and left without a permanent workspace, the section was hit by a 200% surge in flight line taskings just as manning dropped to only two Airmen.
“We had to adapt fast,” Frazier said. “We partnered with units across RAF Mildenhall for workspace, tackled 24-hour operations head on, and built an augmentee program from scratch to stabilize our team.”
Her resourcefulness kept cargo moving without disruption, proving that just as in 1948, mission success in the sky comes down to the dedication and ingenuity of the hands on the ground.
