The final steps in turning over the Fort McCoy East Barracks Project to the Fort McCoy Directorate of Public Works (DPW) are being completed, marking the closeout of a major military construction project designed to provide modern transient-training accommodations for Soldiers training at the installation.
The East Barracks Project, which is located in the installation’s 1600 block, reached the final stages of construction after more than two years of work. The approximately $27.3 million project was awarded in February 2024 to L.S. Black Constructors LLC for $27,287,735, with site preparation beginning in May 2024.
The project includes more than 60,000 square feet of new barracks space and provides capacity for up to 400 Soldiers. Once fully transitioned to DPW, the facility will become part of Fort McCoy’s inventory of facilities supporting the installation’s year-round training mission.
The project is the fourth major transient-training barracks facility in the area and complements other recent and ongoing military construction at Fort McCoy, including the approximately $28.08 million South Barracks Project and the approximately $55.75 million Collective Training Officers Quarters Project.
As construction was completed, the project team worked through final inspections, punch-list items, commissioning activities, documentation and other requirements necessary to prepare the facility for acceptance by the installation.
The handover process is an important final phase of military construction because it transitions responsibility for the completed facility from the construction project team to the installation. DPW will assume responsibility for operating, maintaining and sustaining the facility as part of Fort McCoy’s long-term infrastructure.
The East Barracks Project is part of Fort McCoy’s continued effort to modernize infrastructure and improve facilities supporting the thousands of military personnel who train at the installation each year.
Fort McCoy supported more than 109,000 troops during fiscal year 2025. Modern barracks and training-support facilities are an important component of the installation’s ability to accommodate units conducting exercises, mobilization activities and other training missions.
With the handover to DPW nearing completion, the East Barracks Project moves from a construction effort into its next phase.

Located in the heart of the upper Midwest, Fort McCoy is the only U.S. Army installation in Wisconsin. The installation has provided support and facilities for the field and classroom training of more than 100,000 military personnel from all services nearly every year since 1984.
