    Failed housing mediation? Try the resident advocate

    Most homes on military installations are privatized and managed by commercial partners rather than the government. At Edwards Air Force Base, that partner is Mayroad. However, no home is immune to maintenance issues, so when problems arise, residents should contact Mayroad directly to dispatch a technician and keep their living spaces running smoothly.

    But what happens when repairs don't go as expected?

    If residents feel a job was done poorly, delayed too long, or that a larger root problem was ignored, they should contact the Military Housing Office. The MHO serves as an official mediator, working with both the residents and Mayroad to find a mutually satisfying solution.

    If disagreements persist after mediation, residents can escalate their concerns to Heather Galvan, the privatized housing resident advocate.

    “For military families living in privatized housing, knowing where to seek assistance can be as important as resolving the concern itself,” Galvan said. “Having worked in multiple areas of privatized housing over the last four years, I’ve seen firsthand how complex the system can be and how much impact the right support can make.”

    To make her services more accessible, Galvan established anhttps://www.google.com/url?q=https%3A%2F%2Fforms.osi.apps.mil%2Fr%2FsVz3MTauUUwhere residents can submit concerns, ask questions or share positive experiences, with the option to remain anonymous. She also updated neighborhood signage to include QR codes linking directly to the portal. Gathering this feedback allows Galvan to identify recurring themes and brief installation leadership on issues affecting multiple neighborhoods.

    Beyond housing maintenance, Galvan also tackles conditions that affect residents' overall safety and quality of life. Recently, her advocacy prompted grounds crews to trim overgrown vegetation along school walking routes, eliminating potential hiding spots for desert animals.

    “As a military spouse of 18 years, I’ve lived the realities of PCS moves, on‑base housing challenges and the resilience it takes to build a home wherever the Air Force sends us,” Galvan said. “I’m committed to advocate for safe, supportive and responsive privatized housing.”

    Galvan also leads the resident council program, which aims to feature two representatives from each of Edwards’ seven privatized housing neighborhoods and one representative from FamCamp, the RV park. Eleven of those 15 positions are currently filled. Residents interested in serving are encouraged to volunteer to ensure their community's voice is heard during quarterly meetings.
