ARLINGTON, Va. — A cohort of 12 senior U.S. Military Group (USMILGP) personnel recently completed the Defense Security Cooperation University’s (DSCU) Security Cooperation Organization (SCO) Refresher Course, SCO-350. The eight-day, instructor-led course equips senior USMILGPpersonnel todesign, integrate, implement, and manage security cooperation and securityassistanceprograms at the country and regional levels.
The course is one of sixty in the Department of War (DOW) Security Cooperation Workforce (SCW) Certification 2.0 Program. The program provides a consistent, disciplined mechanism to ensure updates to U.S. Code Title 10, Section 384 are achieved through the appropriate education, training, and development in nine functional areas, including SCO.
In fiscal year 2025, Defense Security Cooperation Agency’s (DSCA) DSCU revamped USMILGP training and relocated it to the National Capital Region. DSCU trains these DOW representatives in their respective countries to better assist allies and partners in identifying defense sales requirements, improving Letters of Request, and accelerating the Foreign Military Sales process.
Throughimmersivecase studiesand practical application, these leaders updated theircertificationsin accordance withDepartment of Defense Instruction 5132.13. The graduates are officially assigned to DSCA’s Defense Security Cooperation Service (DSCS) in key SC-coded SCW positions at U.S. embassies worldwide.
Having achievedFull Operational Capability in October 2025. DSCA’s DSCS provides administrative support forover 1,400 globally-deployed USMILGP personnel. The SCO-350 SCO Refresher Course is part of the required professional development and certification pathway for USMILGP personnel coded in the SCO functional area at the Expert proficiency level.
