Military Sealift Command Pacific marked the opening of its new CIVMAR Support Unit West facility during a ribbon-cutting ceremony at Building 122 on Naval Submarine Base Point Loma, Calif.
Capt. Dustin Lonero, commander, Military Sealift Command Pacific, Leonard Bell, deputy to the commodore, and staff members of MSCPAC and CSU West attended the ceremony. The new office replaces the former “Pool” facility at Building 215. Although the new location has a smaller footprint, MSC Civil Service Mariners (CIVMARS) can still receive in-person assistance with official passport applications and Navy Exchange privilege cards. Subsistence and quarters matters, hotel reservations and pool check-ins will continue to be handled by email.
The decision to relocate CSU West was made following the COVID-19 lockdown, when CIVMARs were no longer required to report on-site while awaiting assignment. With 150 to 200 CIVMARs using the internet and the Virtual Pool for daily accountability, the larger facility was no longer necessary.
In coordination with Naval Submarine Base Point Loma and Naval Facilities Engineering Command, MSCPAC repurposed Building 122, which was already in use by the command, into the new CSU West location. Renovations included new workstations, private offices and an upgraded heating, ventilation and air conditioning system.
“Although our space may be significantly smaller than what CIVMARs are used to, we will still strive to deliver great customer service,” said Marianne DeVella, CSU West site manager.

Military Sealift Command operates approximately 140 civilian-crewed ships worldwide that replenish U.S. Navy ships at sea, conduct specialized missions, preposition combat cargo, provide support services, and transport military equipment and supplies to deployed U.S. forces.
