Naval Facilities Engineering Systems Command (NAVFAC) released an Other Transaction Authority (OTA) notice Aug. 28 soliciting white papers from commercial vendors on industrialized construction solutions for new Marine Corps barracks. The initiative will replace 10 outdated barracks buildings at Marine Corps Base Camp Pendleton, California – nearly 656,000 square feet in total – with modern, high-quality facilities engineered to meet revised spatial standards and living configurations for today’s Marines. The project supports Barracks 2030, which is a top priority for the Commandant of the Marine Corps aimed at improving quality of life for Marines.
“Our Marines cannot wait for traditional acquisition and construction timelines,” said NAVFAC Commander Rear Adm. Kilian. “Using this new OTA authority, NAVFAC can move faster, bring in the best of industry, and deliver barracks that match the standards our Marines deserve.”
The notice seeks advanced manufacturing and industrialized construction solutions that reduce build timelines by at least 30 percent and lower design and construction costs by at least 20 percent. Selected vendors will be invited to submit full proposals covering design, manufacturing, logistics, and construction pricing and schedules for replacement barracks at Camp Pendleton.
NAVFAC will use a commercial delivery method known as Progressive Design Build to bring together the government, contractors, and off-site manufacturers early in the design phase. This framework allows the team to collaboratively establish scope, design, and cost. The Camp Pendleton effort also uses repair-by-replacement authority, which allows the Department to replace aging barracks with modern facilities when full replacement is the more effective long-term solution.
“We need solutions that can move at the speed of the requirement and deliver modern, durable barracks for Marines without sacrificing quality,” said Kilian. “Faster delivery of better barracks directly supports quality of life, readiness, and the ability of Marines to focus on the mission.”
Barracks are especially well-suited for industrialized construction because their repeated room layouts and common building systems support faster, more standardized delivery at-scale. Industrialized construction techniques can reduce design and construction timelines, improve cost predictability through early vendor engagement and standardized processes, lower construction and lifecycle costs, and improve quality, durability, resilience, and sustainment performance through scalable, repeatable designs.
