TALLINN, Estonia – U.S. Army Soldiers assigned to the 353rd Civil Affairs Command, 418th Civil Affairs Battalion and 603rd Military Police Company engaged the local community during Estonia’s Restoration of Independence Day celebration at the Tallinn TV Tower in Tallinn, Estonia, Aug. 20.
The annual celebration commemorates Estonia’s restoration of independence from the Soviet Union in 1991. This year’s location also held historical significance because Estonians defended the telecommunications station from Soviet troops during an attempt to seize control of it.
U.S. and allied service members used the celebration as an opportunity to connect with Estonian citizens outside of normal military environments. U.S. Army Soldiers displayed military equipment, including Improved Outer Tactical Vests, M249 machine guns and M4 rifles, allowing families to interact with the equipment, take photographs and learn more about the service members supporting Estonia.
“It's cool to come out here and engage with the citizens of Estonia,” said Sgt. Ethan Wills, a civil affairs specialist assigned to the 418th Civil Affairs Battalion. “It's a great opportunity.”
Throughout the event, families approached Soldiers with questions about their equipment, where they were from and why they were serving in Estonia. The informal conversations gave Soldiers an opportunity to learn more about the people and communities they support while building personal connections with Estonian citizens.
Wills, who is originally from California, said the distance between the United States and Estonia makes those connections particularly meaningful.
“I'm from California myself, and that's a long way across the world,” Wills said. “It's really special to be here.” Soldiers also interacted with members of the Estonian Defence League and service members from other partner nations attending the celebration, strengthening relationships between the forces working together across NATO’s eastern flank.
The event demonstrated how community engagement can enhance partnerships beyond the training environment, allowing Soldiers and local residents to build familiarity and trust through shared experiences.
Wills is currently assigned to V Corps, the U.S. Army's only forward-deployed corps. It serves as the senior tactical headquarters for Army forces in Eastern Europe to deter conflict and provide combat-ready forces alongside NATO Allies.
