Building on three years of innovation in facilities analytics and data-driven decision-making, the U.S. Army Reserve Installation Management Directorate (ARIMD) has formalized a long-term partnership with East Carolina University (ECU) through a new Intergovernmental Support Agreement (IGSA). The agreement will sustain and expand a pioneering predictive maintenance program that has demonstrated measurable benefits in cost savings, mission effectiveness, and long-term infrastructure planning.
“This agreement positions the Army Reserve to manage its infrastructure with greater precision and foresight,” said Col. David Adams, Director, ARIMD. “Partnering with ECU strengthens our enterprise and ensures we remain ready and resilient well into the future.”
The collaboration began in October 2023 when the Army Reserve partnered with ECU to explore data-informed approaches for facility maintenance. Initially funded by the Army Research Lab, the two-phase pilot program invested over $1 million to develop and test how environmental sensing, predictive analytics, and real-time visualization could help protect Army Reserve facilities and proactively address maintenance risks.
“Phase I focused on the Winterville, North Carolina Reserve Center, where ECU researchers installed temperature and humidity sensors to track environmental conditions and other readiness-impacting issues,” explained Eddie Rosado, Deputy Director, ARIMD. “Phase II broadened the initiative to five additional Army Reserve facilities – Brownsville, Texas; Arden Hills, Minnesota; Ceiba, Puerto Rico; Devens Reserve Forces Training Area, Massachusetts; and the McArthur Center at Fort Bragg, North Carolina – to capture data across diverse climates. This phase integrated sensor networks, work order records, and lifecycle replacement information. The data is consolidated into a dashboard that gives senior leaders real-time insight into facility conditions.”
The pilot formally concluded in May 2026. With proven cost avoidance, improved risk forecasting, and enhanced data-driven decision-making, the transition to an IGSA with ECU will preserve continuity, expand capabilities, and ensure long-term benefits.
IGSAs are an instrument of partnership agreement with State or local governments and academic institutions for research and base support services with the purpose of cost savings for the Army Reserve and increased efficiencies. The Army Reserve Partnership Program was revitalized in 2021 with the objective of creating formal public-public partnership agreements between Army Reserve-funded installations, Readiness Divisions, and Mission Support Commands and surrounding communities that serve mutually beneficial interests of both parties.
“Through this innovative partnership, ECU professors and students contribute deep technical expertise in data management, business intelligence, and emerging AI applications to provide an analytical approach that would be challenging to replicate internally,” added Rosado. “Their involvement brings fresh perspectives and university-level research capabilities to the Army Reserve’s infrastructure management enterprise.”
As the Army Reserve continues to integrate sensor networks, predictive algorithms, and enhanced visualization tools, the Army Reserve’s IGSA with ECU ensures improved system enhancements, expansion to incorporate additional sites, and continuous refinement of facility risk forecasting.
