JOINT BASE SAN ANTONIO, Texas – The U.S. Army Reserve’s 99th Readiness Division once again received the Inspector of the Year award during the annual Force Protection Forum held here Aug. 17-21.
This marks the third year in a row that the 99th RD has received this award. This year’s award recipient, 99th RD inspector Dennis Jacques, is a retired command sergeant major who served with the Army Reserve’s 411th Engineer Brigade.
“Dennis has independently developed a risk analysis, which became part of the Physical Security Workshop curriculum as vetted and published by U.S. Army Reserve Command,” said Rob Brophy, 99th RD director, G34. “He additionally developed the Key Control practical exercise block of instruction of the same course that he now assists in teaching at multiple sites throughout the 99th area of responsibility, and also serves as the Physical Security subject-matter expert and 99th representative for Devens Reserve Forces Training Area in addition to his regular duties.
“He is personable and altruistic, lending his own time to facilitate practical physical security knowledge in his inspection coverage,” Brophy continued. “He has provided input on national-level policy, and his willingness to train, excel, and demand excellence are noted by his subordinates, peers, and supervisors alike.”
Gregory Pavick, a 99th RD inspector and retired colonel from the Army Reserve’s 75th Training Command, held the title of top inspector for the past two years.
“Gregory’s unassailable knowledge base, professionalism, and commitment to excellence have increased the efficacy of physical security operations within the 99th and 63rd RD’s areas of operations,” Brophy noted. “He is regularly, by name, asked to provide input from Army Reserve Command’s Office of the Provost Marshal General, and is a mentor and expert for his area of responsibility.”
The Force Protection Forum is hosted each year by the U.S. Army Reserve Command. This year’s forum was headlined by a 99th RD briefing on Army Reserve transformation and geographical realignment from a force protection perspective.
“Over the course of three focused days, we collaborated to identify emerging threats, synchronize our mutual efforts, and resource future protection requirements,” Brophy said. “Our end state is to develop a shared understanding of how to operationalize and integrate protection into training and exercises, enabling Large-Scale Mobilization Operations in contested environments and Large-Scale Combat Operations.”
The 99th RD team also participated in breakout sessions with Army Reserve personnel to discuss security control measures, and inspectors provided insight into common unit deficiencies identified during inspections.
“This forum serves to calibrate and align protection topics ranging from the old physical security and antiterrorism measures to emergent technologies like unmanned vehicles, AI-driven crime/threat protection, and data integration for enterprise-level threat analytics,” Brophy explained.
The forum also hosted speakers from the Department of the Army’s Office of the Provost Marshal General and the U.S. Army Transformation and Training Command.
