SALEM, Ore. — Chaplain (Col.) Jacob Scott, the Oregon National Guard state chaplain, joined Career Technical Education Center Assistant Principal James Webber on Aug. 19, 2026, to record an episode of "CTEC On Air," the school's student-led podcast.
The visit closed a loop that began in February 2025, when Scott spoke with CTEC's student leadership group about leadership development and digital media skills, drawing on his experience hosting four seasons of "Hope in the Trenches," the Oregon National Guard's podcast. The school launched "CTEC On Air" on YouTube in February 2026.
Webber opened by thanking the Guard for its consistent presence across CTEC's 10 career and technical programs.
<br> "Our students across all 10 of our programs are involved with the Guard," Webber said. "You come in here and you provide us educational opportunities, leadership opportunities, experiences."
Much of the conversation centered on shared philosophy. Webber described CTEC's mission as preparing students to leave with what the school calls a competitive advantage, built on professionalism, safety, collaboration, and communication alongside technical skill.
"If we could push students to that uncomfortable nature of flexing those professional muscles when they're young, I truly believe that when they leave, they're going to be more successful individuals in whatever field they choose," Webber said.
Scott drew the parallel to how the Oregon National Guard develops its own Soldiers.
"When we bring in a citizen off the street and form them to be a Soldier, that's the same thing," Scott said. "We want them to be professional, safe, and skilled at what they do."
The podcast visit is the latest chapter in an expanding partnership. In April 2025, the Oregon Army National Guard brought an HH-60M Black Hawk and a UH-72 Lakota to the CTEC Aviation facility for juniors and seniors to look at, followed by a Q&A with pilots, flight medics, and aviation mechanics. In April 2026, CTEC autobody and manufacturing students visited the Oregon Army National Guard's Field Maintenance Shop #4 in Salem for a tour and hands-on maintenance competition. Two months later, the two organizations hosted the second annual "Chopped Challenge," where Oregon Army National Guard cooks mentored CTEC culinary arts students inside two Army Containerized Kitchens.
