    SAN DIEGO — Timothy Dunn, director of the Naval Health Research Center (NHRC) Expeditionary Cognitive Science Group, was officially named as recipient of the 2026 G. Dennis White Early Career Human Systems Integration (HSI) Practitioner Award on August 12, 2026.

    Deputy Assistant Secretary of the Navy for Research, Development, Test and Engineering, D. E. Tremper, joined an NHRC awards ceremony via Teams to present Dunn with the prestigious Naval Research and Development Establishment award.

    “Dr. Dunn’s contributions and unwavering commitment embody the essential qualities that are critical to the advancement of the HSI discipline, ensuring the safety and effectiveness of systems delivered to our warfighters,” Tremper noted in the official award memorandum.

    The HSI award, first bestowed in 2017, was established in honor of the late Navy Lt. Cmdr. G. Dennis White, who served in the Department of Defense for nearly four decades and is credited with establishing HSI within the naval systems engineering process. Naval Research and Development Establishment recognition acknowledges the core values that the late G. Dennis White sought to instill in junior and developmental engineers and scientists: cooperativeness, courage, proactiveness, flexibility, and persistence.

    “Tim has distinguished himself as a leader in bridging operational military needs with cutting-edge scientific research,” states Capt. Kellie McMullen, commanding officer, NHRC “As a principal investigator at NHRC, his efforts directly enhance safety, survivability and cognitive performance across multiple naval and joint service domains, and for this, has also been designated as NHRC’s 2026 Civilian of the Year.”

    Some of. Dunn’s award-winning work includes partnering with Naval Information Warfare Center-Pacific and Navy Explosive Ordnance Disposal to establish the foundational personnel standards for the Navy’s newly created Robotics Warfare Specialist enlisted rating. He also directed a multifaceted research program that successfully identified and resolved critical user-interface deficiencies for underwater unmanned vehicle operators. Most notably, Dunn created a landmark joint marksmanship database with the Federal Bureau of Investigation and provided essential updates to the U.S. Marine Corps Infantry Marksmanship Manual to enhance infantry lethality.

    Dunn’s work has also focused on warfighters in extreme cold weather environments. Dunn and fellow Expeditionary Cognitive Science researchers have participated in multiple Arctic Edge exercises and operations at the Marine Corps Mountain Warfare Training Center, where they field tested innovative “smart fabrics,” resulting in successfully preserving warfighter cognitive capacity and providing field commanders with real-time, vital physiological risk management capabilities.

    Under Dunn's leadership, the Expeditionary Cognitive Science Group at NHRC continues to pioneer research that optimizes human performance and systems integration, ensuring that joint force warfighters are ready and resilient for engagement in any operational environment.
