Every operational plan eventually arrives at a fundamental logistics question: Do Marines have what they need to execute the mission?
For Marine Corps Logistics Command, answering that question for war reserve requirements once meant labor-intensive analysis, disconnected data and processes that could take days to complete.
Jason Terry saw an opportunity to change that.
Terry, an operations research analyst with MARCORLOGCOM’s Command Data and Analytics Office, developed the War Reserve Material Planning Tool, or WRMP Tool, to modernize how the command determines, analyzes and sources war reserve requirements in support of operational plans. That work recently earned him the Major Michael G. Whitaker Award for Data-Driven Logistics presented by the Association of Marine Corps Logisticians.
Named in honor of Maj. Michael Gerrod Whitaker, U.S. Marine Corps, the award recognizes efforts that use data and analytics to turn information into actionable insight and measurable logistics outcomes at the tactical, operational or strategic level. Terry’s selection reflects the WRMP Tool’s ability to improve the speed, accuracy and effectiveness of war reserve requirements planning.
“Michael always wanted his work to make a difference for Marines. Knowing that his name now recognizes individuals who share that commitment to solving hard problems and improving how we support the warfighter means a great deal to our family,” said Terry Whitaker, Michael’s father. “Jason’s work is a fitting example of the kind of impact this award was created to recognize.”
The challenge was rooted in the way war reserve planning had historically been accomplished. MARCORLOGCOM relied on manual, time-intensive processes and legacy infrastructure that could not keep pace with modern planning requirements. The former War Reserve System had also been decommissioned and could not operate on the classified network where critical operational plans are managed.
Those limitations cost planners hundreds of man-hours and reduced the command’s ability to rapidly analyze war reserve requirements in support of sustainment planning.
Working with command operations, Terry developed the WRMP Tool to automate much of that process. The tool brings several interconnected capabilities together to determine Class II and VII requirements, calculate Class IX repair-part requirements, establish equipment density and prioritize available inventory against validated operational requirements.
At its core, WRMP takes data that previously had to be gathered and analyzed across multiple sources and turns it into a more coherent picture of what an operational plan requires, what inventory is available and where potential shortfalls exist. The underlying information includes data originating from Global Combat Support System-Marine Corps (GCSS-MC), the Total Force Structure Management System, Navy ERP and local sources.
“The value isn’t just getting an answer faster. It is giving planners and leaders a better understanding of the risk involved so they can make an informed decision.”
The improvement in speed is measurable.
The WRMP Tool reduced the time required for key analytical processes by 80%. Planning efforts that previously could consume an entire week can now be completed in hours. Standardized inputs and automated sourcing also allow planners to apply prioritization criteria and rapidly identify shortfalls based on available inventory. The tool can simultaneously calculate and source requirements for multiple operational plans, giving MARCORLOGCOM greater flexibility as requirements change or multiple planning efforts occur at the same time.
“At the end of the day, the data has to support a decision. If we can give planners a clearer picture of what the force requires and where the shortfalls are before an operational plan has to be executed, then we are helping put the Marine Corps in a better position to respond.”
For Terry, the Whitaker Award recognizes that work. For MARCORLOGCOM, the larger measure of success is what the tool enables: faster war reserve planning, greater visibility of requirements and more time for leaders to make informed logistics decisions.
