Command Sgt. Maj. Wendy Menendez relinquished responsibility of Evans Army Community Hospital to Command Sgt. Maj. Julie C. Morris in a change of responsibility ceremony at Fort Carson’s Special Event Center Aug. 10, 2026.
During Menendez’s time at Evans, the EACH team received consecutive "A Grades" from Leapfrog for Quality and Safety and had the highest quality and safety grade in the entire Defense Health Agency for 2025. She was instrumental in establishing a monthly Senior Installation Medical Council and Physical Working Group with installation medical organizations, 4ID leadership, and the Fort Carson Community Ready/Resilient Integrator. The council’s goal to improve access, increase readiness, and close healthcare gaps helped Fort Carson maintain a 94-95% deployability rate and reduced appointment 'no shows' from 14% to 5%.
Col. Jason Williams, EACH commander, was the presiding officer for the change of responsibility.
“Not only has Command Sgt. Maj. Menendez earned the trust of the Soldiers and Civilians at EACH, she has also worked tirelessly to establish and maintain a culture of trust amongst the EACH Headquarters staff and subordinate command teams,” Williams said. “She will be best remembered by the Soldiers and Civilians of EACH for her positive attitude, dedication to the mission and ability to lead during the most challenging circumstances.”
During her final remarks to the men and women of EACH, Menendez thanked the leadership team for their support and the Soldiers and staff for their service and commitment to the Fort Carson community.
“I have always been in awe of your selfless service and your love for what you do,” Menendez said. “The work you do matters and this community is better because of you. It has been an honor to serve as your Command Sergeant Major and to serve alongside you. Command Sergeant Maj. Morris – you have an amazing team here. They will support you, and sometimes they will challenge you, but it is a great team. Enjoy your time here. I wish you nothing but success.”
Morris comes to EACH from West Point, where she was the command sergeant major for Keller Army Community Hospital. She began her career as a 68 Romeo, Veterinary Food Inspection Specialist, and over her career has served in a variety of leadership positions that include Sergeant Major for Dental Readiness Command East, and First Sergeant for the Public Health Activity at Fort Bragg, N.C. She also deployed to Afghanistan with the 44th Medical Brigade, 64th Medical Detachment Veterinary Support Services in support of Operation Enduring Freedom.
During her remarks at the ceremony, Morris pledged to continue the legacy of excellence established by Menendez and her predecessors.
“I look forward to continuing to grow our partnerships with the 4th Infantry Division, the garrison and the many organizations across the installation and the community,” Morris said. “We will continue to generate and sustain a medically ready force and deliver safe, compassionate and exceptional health and dental care.”
