FORT MEADE, Md. — U.S. Army Corps of Engineers, Baltimore District, cut the ribbon July 30 on the Freedom Center IV Barracks, delivering two new four-story buildings that will house 380 enlisted Service members supporting the National Security Agency, U.S. Cyber Command and other mission partners at Fort Meade.
For Col. Francis Pera, commander of USACE Baltimore District, the milestone is about more than square footage. He said USACE views quality housing as a direct extension of readiness, not simply a construction deliverable.
"At the U.S. Army Corps of Engineers, we understand that quality housing is much more than bricks and mortar. It's about readiness," Pera said. "When Soldiers have a safe, modern, comfortable place to live, they can focus on what matters most: accomplishing the mission and protecting our nation."
Pera said the barracks were built with a specific population in mind: the cybersecurity professionals stationed at Fort Meade in support of NSA's worldwide intelligence mission. He described the project as a direct investment in the people carrying out that work on a daily basis.
Each of the two buildings holds 95 suites. Every suite pairs two private bedrooms around a shared bathroom, with a kitchenette and central living area giving residents their own space to cook and unwind, a marked change from the barracks the complex replaces. Dayrooms, laundry access on every floor and outdoor recreation areas round out the buildings.
The project came together through a shared financial commitment between USACE and Fort Meade's mission partners. Pera said the funding was split nearly evenly between the security community and the installation command, reflecting the collaborative approach that carried the project from concept to completion.
That same collaborative approach extended into how the buildings were built. Pera pointed to prefabricated wall panels as one of the biggest efficiency gains on site, noting the approach not only sped up construction but also simplified quality control by narrowing inspection to a defined set of points rather than open-ended fieldwork.
USACE Baltimore District broke ground on the project in November 2023, though funding and planning had been in motion for years before that. At the groundbreaking, then-U.S. Cyber Command Commander and NSA Director Gen. Paul Nakasone called the future barracks "a world-class facility for a world-class workforce," describing its eventual residents as the analysts, linguists and reporters, drawn from every branch of service, who carry out NSA and Central Security Service's signals intelligence and cybersecurity missions.
Nearly three years later, that vision is occupied space: the first Service members are expected to move in this fall.
Pera closed by tying the project back to the people it was built for, calling the completed barracks a fitting investment in a workforce operating at the center of the nation's cyber and intelligence missions.
"These are cybersecurity professionals who are really on the front line of that cyber fight and that national intelligence fight that we're doing every single day," he said. "So being able to put them in high-quality facilities such as this is absolutely monumental."
