ALEXANDRIA, Va. - The U.S. Army Communications-Electronics Command Army Software and Innovation Center showcaseda majortransformation of its software capabilitiesduring a leadership panel at Belvoir Industry Days,in Alexandria,Virginia,on May 6. ASICleadersdetailed a comprehensive strategy focused on delivering enterprise-level software solutions to accelerate modernization and deploy capabilities to Soldiers faster. The panel featured Mr. Garrett Shoemaker, CECOM ASIC Executive Director; Mr. Matt Bernhardt, Associate Director of the Infrastructure Directorate; Ms. Crystal Chadwick, Division Chief for Application Capability Management; and Mr. Gabe Chiulli,Acting Army Chief Information Officer.
CECOM ASIC’s technology strategy focuses on building common, reusable platforms for the Army. This reduces duplication and speeds delivery by encouraging collaboration between ASIC andits partners. “We havetransformed into a continuous integration and continuous delivery organization," said Mr. Shoemaker. "This means we are getting software into the hands of Soldiers as minimal viable products, extremely fast, and then we iterate on that capability based on their feedback.”
Low-Code/No-Code Center of Excellence (CoE) A majorcomponentof this transformation is the establishment of a Low-Code/No-Code Center of Excellence(CoE). Designed to rapidly modernize legacy software and build new applications, theCoEleverages commercial platforms to deliver new capabilities in months rather than years.
Ms. Chadwick emphasized the need for a unified approach to these commercial tools across the enterprise. “Wehave noticed there are pockets of innovation across the Army using low-code/no-code, but we want to move beyond pockets and really use this as a force multiplier,"saidMs. Chadwick. "We want to create a whole digital ecosystem using these powerful tools so that we can get capability out fast and maximize mission readiness.”
EnterpriseDevSecOpsPlatform (DSOP) To support this rapid development ecosystem, ASIC is also providing a standardizedDevSecOpsPlatform (DSO-P) for Army development teams. The cloud-native platform provides a suite of integrated tools forsecurelyandefficientlybuilding, testing, and deploying code.
Mr. Bernhardt described the platform as a foundational shift for Army software security and deployment. “How do we build a paved road for everybody to be on to get their software developed, scanned, accredited, and out there to the warfighter?" asked Mr. Bernhardt. "With the DSO-P, we have automated scanning embedded directly into the system... any software weare pushing through that pipeline is accredited on that path towards a continuous ATO [Authority to Operate] process.”
Strategic Enterprise Partnerships The success of ASIC’s modernization efforts relies heavily on tight integration with the broader Army technology enterprise. Mr. Chiulli highlighted ASIC's crucial role as a trusted partner in solving complex, Army-wide software challenges.
Reflecting on ASIC's recent organizational shift, Mr. Chiulli stronglyendorsedthe center's capabilities and its collaborative approach to the Army's cloud and software strategy.
“I really appreciate whatCECOM ASIChavedone as far as reinventing," Mr. Chiullistated. "About a year ago... we had a discussion withthem;we started looking at the DSO [DevSecOps] world and having them help us figure it out.”
BeyondDevSecOps, theArmy Chief Information Officercontinues to lean on ASIC’sexpertiseto develop concepts for major enterprise initiatives, such as defining low-code strategies and collapsing disparate customer relationship management systems.
The panel concluded by emphasizing the commitment to strengthening partnerships with industry.The Army's streamlined acquisition approach around these enterprise capabilities is already showing results. Contract awards are going frommonthstoweeks, enabling faster delivery of critical capabilities to thewarfighter.
