    Fueling the Fight: Culinary Outpost Brings Fresh Meals to Soldiers at Fort Shafter

    FORT SHAFTER, Hawaii – Fueling the fight means more than sustaining equipment — it means sustaining Soldiers. As part of an effort to enhance quality of life and support readiness, the Culinary Outpost officially began serving Soldiers at Fort Shafter, providing fresh, convenient meals designed with Soldiers in mind.

    For Soldiers assigned to Fort Shafter, finding healthy, affordable meals during the duty day hasn't always been easy. With no dining facility on the installation and limited parking making off-post trips difficult, Soldiers have often had few convenient options without sacrificing valuable time.

    Seeking to address those challenges, culinary professionals and senior leaders worked together to bring the Culinary Outpost to Fort Shafter, establishing a mobile dining option built around the needs of Soldiers.

    "The vision was to assist in taking away the food desert that Fort Shafter currently has," said Sgt. Maj. Alethea Ellegor, an administrative manager with the Culinary Outpost. "We wanted to be able to bring them healthy meals so that they have more than just fast food as an option."

    The Culinary Outpost is one of the Army's food modernization initiatives, designed to bring Army food service directly to Soldiers where they live, work and train. Originally established to support Soldiers operating away from traditional dining facilities, the mobile concept has evolved to provide flexible, accessible dining options that support Soldier wellness and enhance the dining experience across the force.

    Chief Warrant Officer 2 Bryan Perry, G-4 food advisor, said the expansion of the Culinary Outpost to Fort Shafter presented an opportunity to better serve Soldiers by providing convenient, affordable meals.

    "There is no dining facility on this post or a dining facility within a 19-minute drive of this post," Perry said. "So instead of you coming to Army Food Service, Army Food Service is coming out to you."

    At Fort Shafter, the Culinary Outpost offers everything from traditional grill favorites to Holistic Health and Fitness-approved Pro Soldier Meals designed to support performance, recovery and overall wellness. Perry said the combination of nutritious options, affordability and convenience gives Soldiers another reliable choice during the duty day.

    Establishing the Culinary Outpost at Fort Shafter required coordination across multiple organizations to ensure the mobile operation met transportation, maintenance, operational and safety requirements.

    Master Sgt. Andrea Cooper, who oversees meal preparation and daily kitchen operations for the Culinary Outpost, credited Command Sgt. Maj. Kea, the 8th Theater Sustainment Command command sergeant major, along with leaders and partners from 8th TSC, U.S. Army Pacific, the 402nd Army Field Support Brigade, 25th Infantry Division and numerous installation organizations, for helping transform the initiative from an idea into a sustainable capability that supports Soldiers every week.

    Although Soldiers only see the final product—a hot meal served from the window—the work starts long before the truck arrives at Fort Shafter.

    Behind the scenes, culinary specialists build each menu using the Pro Soldier Meal catalog while also factoring in customer feedback and purchasing trends to keep improving what's offered.

    "Fresh ingredients are prepared daily, and meals are cooked on-site while maintaining strict food safety standards, temperature controls and quality assurance procedures," Cooper said. "Before departing, the team loads equipment, conducts vehicle inspections, verifies accountability of supplies and ensures the operation is mission-ready. Our goal is to deliver fresh, healthy meals by Soldiers, for Soldiers."

    For Soldiers at Fort Shafter, the difference has already been noticeable.

    Spc. Gordon Gainz, assigned to the 205th Military Intelligence Battalion, said he first experienced the Culinary Outpost during a sampling event before its official opening and quickly became a supporter of the program.

    "For the price and the location here on Shafter, you can't really beat it," Gainz said. "I wish it was here for four days, honestly."

    Gainz added that having the Culinary Outpost on post eliminates the need to leave the installation in search of lunch, allowing Soldiers to spend less time traveling and more time preparing for the rest of the workday.

    Chief Warrant Officer 2 Perry said the response from Soldiers since the Culinary Outpost opened has been overwhelmingly positive, with affordability consistently standing out as one of the program's greatest strengths.

    "There's not too many places where you can get a whole meal for roughly about $7," he said. "The food truck is really, really attacking that area of affordability."

    While the Culinary Outpost has already begun making an impact at Fort Shafter, Sgt. Maj. Ellegor believes its greatest success is still ahead.

    "I'm hopeful that this would be a permanent operation," Ellegor said. "Maybe more trucks or getting enough personnel to come down more days out the week, so we'll be able to support the mission back at Schofield and our mission here at Fort Shafter."

    For the Soldiers who call Fort Shafter home, the Culinary Outpost is more than just another place to grab lunch. It's a practical investment in readiness, making it easier for Soldiers to access fresh, affordable meals without leaving the installation—helping ensure they're fueled and ready for the mission ahead.
