    University of California, Riverside and Naval Surface Warfare Center (NSWC) Corona Division partnered to enter a new education partnership agreement (EPA) May 8, 2026. The renewed EPA grows the list of NSWC Corona’s partner academic institutions that are working to expand warfighter capabilities in data analytics, measurement science and engineering.

    This academic partnership means more than just fellowship; it fosters meaningful collaboration among students and Navy personnel working in defense. For NSWC Corona, the academic partnership offers streams of local innovative and emerging talent – ensuring the warfare center’s future workforce is equipped to meet tomorrow’s challenges. For UC Riverside, the EPA allows new ways students and faculty can partner with the Navy, including access to NSWC Corona’s laboratories, equipment, hands-on internships and new research and grant opportunities.

    “When we look at the relationship between NSWC Corona and UC Riverside, we are not just looking at a partnership between the federal government and an academic institution,” said Capt. Joseph Burgon, commanding officer of NSWC Corona. “We are looking at a partnership between neighbors. Establishing a relationship with a top-tier engineering and research program in our own geographic backyard is of critical importance to our national defense.”

    The ceremony formally reinvigorated a long-established relationship between NSWC Corona and UCR, which previously shared EPAs from 2010 to 2015 and 2018 to 2021. The program’s intent is to expose students to Navy-related topics before entering the workforce, thereby strengthening pipelines of students into Navy careers. Currently, 169 UCR alumni are employed by NSWC Corona.

    "We have built an innovation ecosystem over the past decade that served as a bridge between discovery and deployment,” said Rodolfo Torres, vice chancellor for research and economic development at UCR. “This new partnership aligns seamlessly with that mission and together not only advances research, but also develops talent, accelerating innovation and ensuring that new technology can be tested, validated and deployed where they are needed the most.”

    UCR has previously received more than $400,000 in Naval Engineering Education Consortium grants, a program which funds project-based research at colleges and universities that target the Navy’s technology needs. UCR faculty and students also often work closely with the Inland Empire Tech Bridge, a Navy innovation center anchored by NSWC Corona that partners with industry, academia and government to develop dual-use technologies advancing warfighting capability.

    “The overall goal with an education partnership agreement is to accelerate technology to the warfighter by leveraging partnerships outside of our command," said Kaytie Carrasco from the Office of Research and Technology Applications at NSWC Corona. "I'm excited for the future collaborations and projects and benefit that will come out of this for both sides, as this is truly meant to be a win-win scenario for both the university and the Navy."

    The ceremony hosted students, faculty, personnel from the warfare center and community leaders such as U.S. Rep. Ken Calvert, U.S. of California's 41st congressional district, and Riverside City Councilman Steve Robillard.

With expertise in gauging the Navy’s warfighting capability, NSWC Corona is a leader in data, analytics, visualizations, digital environments, engineering, and leveraging technology to bridge and integrate the Navy's data silos – enabling informed decision-making by the warfighter. With more than 4,000 scientists, engineers, Sailors, technicians, and support staff, NSWC Corona is located in Norco, California, with two California detachments in Fallbrook and Seal Beach and personnel in 14 additional locations.
