    PEARL HARBOR, Hawaii — With Exercise Rim of the Pacific (RIMPAC) 2026 underway across the Indo-Pacific, Naval Supply Systems Command Fleet Logistics Center Pearl Harbor is demonstrating how logistics enables combat-credible naval forces throughout the world’s largest international maritime exercise.

    At the center of the effort are contracting, supply, transportation, ocean terminals and logistics professionals who ensure participating forces have the material support required to train, operate and remain ready throughout the complex multinational exercise.

    While often viewed as support functions, these logistics capabilities are foundational to operational readiness. From contracting essential services to managing supply chains and coordinating waterfront operations, NAVSUP FLC Pearl Harbor personnel provide the infrastructure that allows the fleet to maneuver, sustain operations and accomplish its mission.

    Actively sustaining RIMPAC requires extensive coordination across multiple disciplines to ensure Sailors and partner nation forces have the services and resources needed to execute realistic maritime training. Contracting professionals procure critical services such as transportation, crane support and waterfront logistics. Supply chain teams ensure material availability, while ocean terminals personnel manage the flow of cargo and equipment essential to exercise execution. Together, these functions create an integrated logistics network that enables readiness across the Indo-Pacific.

    For Manny Galera, deputy director of ocean terminals and a 15-year federal employee, that readiness begins with careful planning, constant communication and operational experience.

    “We have years of experience reviewing support requests and scheduling each vessel’s requirements to ensure every ship receives the support it needs when it needs it,” Galera said. “Communication is critical, and the ability to deconflict competing requirements at a moment’s notice can be the deciding factor in a successful evolution.”

    Galera’s team works closely with military and civilian partners to synchronize waterfront operations, ensuring cargo, equipment and critical services are delivered efficiently while adapting to changing operational requirements throughout the exercise.

    NAVSUP FLC Pearl Harbor leadership emphasizes that logistics is not separate from warfighting; it is an essential component of it.

    “Logistics plays an extremely vital role in elevating a multinational exercise like RIMPAC from a choreographed maritime demonstration into a credible assessment of warfighting readiness,” said Capt. Sean Andrews, commanding officer of NAVSUP FLC Pearl Harbor. “Although an exercise, the logistics platforms and personnel are synchronizing the real-time delivery of essential classes of supply across multiple allied and partner services, proving the combined force possesses the operational reach and endurance required for a high-end, prolonged conflict.”

    “By proving that allied forces can seamlessly sustain themselves under simulated combat conditions, these joint supply networks validate the true warfighting credibility of the entire allied force,” Andrews said.

    Ocean terminals operations ensure cargo and equipment flow efficiently through Hawaiian ports in support of RIMPAC participants, while contracting and supply teams synchronize the services and resources that keep exercise activities running without interruption. Each function contributes to a broader logistics ecosystem designed to sustain naval operations across a distributed maritime environment.

    The scale and complexity of RIMPAC highlight the importance of logistics as a combat enabler. Every movement of cargo, every contracted service and every supply action contributes directly to the readiness of participating forces.

    Naval Supply Systems Command provides supply, acquisition and logistics support to the Navy and joint force worldwide. As one of its 11 subordinate commands, NAVSUP Fleet Logistics Center Pearl Harbor enables forward operations and sustains fleet readiness throughout the Indo-Pacific. Headquartered in Mechanicsburg, Pennsylvania, NAVSUP employs more than 22,500 military and civilian personnel. In coordination with the Navy Supply Corps, NAVSUP delivers the logistics capabilities required to sustain naval forces and support operational readiness.

    Thirty nations, more than 30 surface ships, five submarines, 15 national land forces, more than 200 aircraft and approximately 30,000 personnel are participating in RIMPAC in and around the Hawaiian Islands, June 24 to July 31. The world’s largest international maritime exercise, RIMPAC provides a unique training opportunity while fostering and sustaining cooperative relationships among participants critical to ensuring the safety of sea lanes and security on the world’s oceans. RIMPAC 2026 is the 30th exercise in the series, which began in 1971.
