CAMP LEMMONIER, Djibouti – A bright red ribbon stretched across the entrance, shelves lined with books, and a crowd full of excited community members marked a milestone for the community of Yoboki, Djibouti, as U.S. service members assigned to Combined Joint Task Force-Horn of Africa directly supported the U.S. Embassy in opening a library June 8, 2026.

The project originated from a 2018 request from the Djibouti Ministry of Education to the United States Agency for International Development (USAID) and the U.S. Embassy in Djibouti. Planning continued until March 2023, when the contract was awarded, with construction marked complete in January 2025.

Featuring French- and English-language books, the collection helps students and community members strengthen their language skills, access valuable educational resources, and explore new ideas.

“Libraries are magical places for children to learn and explore the world through books,” said Cynthia Kierscht, U.S. Ambassador to Djibouti. “The American people, through the U.S. Embassy, have donated hundreds of books to fill the Yoboki library, ready for children to discover.”

U.S. Marines with the Marine Medium Tiltrotor Squadron (VMM) 362 (Reinforced), CJTF-HOA, transported military and civilian dignitaries to and from the opening ceremony, reinforcing the unified effort to strengthen relationships and advance shared objectives.

“Flying and supporting both the U.S. Embassy and the Djiboutian government as they assist the local population is an honor and a privilege for the VMM,” said Capt. John Rombach, MV-22B Osprey Section Lead. “With some of the Osprey’s main missions being humanitarian aid and transportation of troops and equipment, this mission gives us the opportunity to implement our training and prepare for any future operational scenarios.”

This initiative, made possible by the collective efforts of everyone involved, creates a foundation for growth and opportunity within the local community.

“This library is an investment in the students who will study here, the teachers who will guide them, and the community that will benefit from their knowledge,” said Kierscht. “I look forward to seeing the young minds that will be shaped within these walls and the contributions they will make to Djibouti’s future.”
