Navy to establish Officer in Charge of Construction Puget Sound Naval Shipyard

This project, which was funded by the Shipyard Infrastructure Optimization Program and Project Management Office 555 in coordination with Naval Facilities Engineering Systems Command Northwest, is another step in the process of seismically upgrading the dry dock that began in 2023. Naval Facilities Engineering Systems Command Northwest

Naval Facilities Engineering Systems Command (NAVFAC) will officially establish Officer in Charge of Construction Puget Sound Naval Shipyard (OICC PSNS) during a ceremony held Aug. 28 at the Naval Undersea Warfare Museum in Keyport, Washington, where NAVFAC Pacific Commander Rear Adm. Omarr Tobias will designate Capt. Troy Brown as OICC PSNS commanding officer.

OICC PSNS will oversee the contracting and construction for the proposed Multi-mission Dry Dock at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) at Naval Base Kitsap-Bremerton.

WHAT: OICC PSNS Establishment Ceremony

WHEN: August 28, 2026, at 10 a.m.

WHERE: Naval Undersea Warfare Museum, 1 Garnett Way, Keyport, WA 98345

The ceremony is open to the public and will take place in conjunction with the NAVFAC Northwest Change of Command. Seating is available on a first-come, first-served basis.
