    'No Sailor Lives Afloat' Initiative: NSA Naples Moves 54 Sailors from Shipboard Berthing to Shore

    NAVAL SUPPORT ACTIVITY NAPLES Italy – The U.S. Naval Support Activity (NSA) Naples, Italy Housing Service Center (HSC) reached a key milestone in the Chief of Naval Operations’ (CNO) “No Sailor Lives Afloat” initiative, transitioning 54 unaccompanied Sailors from shipboard berthing to community housing.

    For more than two months, the HSC processed Sailors assigned to the U.S. 6th Fleet flagship, USS Mount Whitney (LCC 20), forward deployed to Gaeta, Italy. The move shifts junior personnel off the ship and into economy housing units within the local Italian community.

    The “No Sailor Lives Afloat” initiative, championed by CNO Adm. Daryl Caudle, seeks to improve quality of life by ensuring Sailors have access to permanent shore-based housing while in homeport. The initiative specifically targets the long-standing practice of junior enlisted Sailors, typically E-4 and below, living aboard their vessels year-round.

    “Providing our Sailors with a place to decompress away from their workspace is fundamental to their mental readiness and overall well-being," said Capt. Colin Price, USS Mount Whitney commanding officer. "The transition of these 54 Sailors underscores our commitment to their quality of life. When Team 20 is well-rested and has a sense of home, they are better prepared to execute the mission of U.S. 6th Fleet.”

    Under the leadership of Palmina Vastola, the HSC Gaeta team—including Paolo Cutillo, Pietro Sanna, and Franco Larocca—navigated the intricate logistics required to secure shore housing for the 54 Sailors. To accommodate the influx, the team expanded their search beyond Gaeta, leveraging a diverse inventory of properties in nearby Formia, Scauri, and Minturno to ensure every Sailor was successfully placed.

    “Our priority was ensuring that the transition from the pier to the community was as seamless as possible for every Sailor,” said Capt. John Randazzo, NSA Naples commanding officer. “By expanding our reach into surrounding areas like Formia and Minturno, we are not just finding houses; we were building a support system that honors the ‘No Sailor Lives Afloat’ mission. The dedication of our Gaeta housing team has been the driving force behind this success.”

    This effort represents a significant shift in naval housing policy, prioritizing the morale of the fleet’s most junior personnel through increased integration into local communities where they serve. NSA Naples is an operational base, home to over 50 commands and 8,500 personnel, providing crucial support for U.S. and allied forces across Europe, Africa, and the Central Command's areas of responsibility. From air and port operations to force protection and logistics, the base ensures combat readiness while prioritizing the well-being of service members and their families.
