    Naval Facilities Engineering Systems Command Northwest

    The complete interior renovation of an Unaccompanied Housing (UH) Building at Naval Base Kitsap (NBK) Bremerton finished 30 days ahead of schedule April 6. The Naval Facilities Engineering Systems Command (NAVFAC) Northwest project delivers 304 modern beds for Sailors, directly supporting the Navy’s "No Sailor Lives Afloat" initiative and demonstrating a commitment to improving quality of life for service members.

    The fast-track for this full-scale renovation of the 10-story, 152-room building came following fire and water damage to the original structure in August 2025. A project of this magnitude typically takes years to accomplish, but the strong contracting team completed the renovation in just over seven months. The project's accelerated timeline is a testament to the remarkable teamwork and innovative contracting strategies employed by the NAVFAC Northwest, NBK and Navy Region Northwest teams.

    "This project is a huge win for our Sailors and a perfect example of what we can accomplish with strong communication between our contracting partner and our installation, region and internal NAVFAC Northwest staff," said NAVFAC Northwest commanding officer Capt. Preston Taylor. "Providing high-quality, safe, and comfortable housing is fundamental to ensuring our service members are mission-ready. The speed and quality of this renovation underscore our dedication to putting our Sailors first."

    The contractor earned a financial award for finishing four weeks ahead of the contract completion date – a reward made possible by a special contracting method used for this project that highlights the effectiveness of incentivizing speed and efficiency.

    Setting the conditions for this rapid execution, NAVFAC Northwest personnel prepared approval documents, wrote the scope of work, and expedited the acquisition process with a November 2025 contract award. The installation Housing Office staff expertly managed the logistics of quickly relocating Sailors to clear the building, ensuring construction could begin without delay and paving the way for this early delivery.

    "Our top priority is the welfare of our Sailors, and getting them out of their racks on the ship and into modern, comfortable housing is absolutely critical to their mission readiness,” said NBK commanding officer Capt. Alex Baerg. “To see a renovation of this magnitude completed so far ahead of schedule speaks volumes about the dedication of our NAVFAC partners and our housing team to take care of the fleet."

    From the initial vision to repair the entire building on an unprecedented timeline, to the rapid acquisition process and on-site execution, the project succeeded at every stage. The work done by the contractor and NAVFAC Northwest team signified the command’s ability to complete high-priority projects on tight timelines, creating a new benchmark for future housing initiatives.
