    FORT BUCHANAN, PR - “The Army Reserve is in continuous transformation as a global force provider, and in the context of current events in the western hemisphere, it’s our duty as leaders to analyze and understand the threats, our posture, and ensure our formations are ready now,” said Sgt. Maj. Roberto Guzman, 1 Mission Support Command Senior Operations NCO, during the event held at Fort Buchanan from Mar. 27-29, 2026

    The U.S. Army Reserve Senior Enlisted Council is a forum of Command Sergeants Major that convenes to align on priorities set by the Chief of Army Reserve. It advises leadership on policies affecting troop readiness, welfare, and training, ensuring a unified voice for the Army Reserve.

    “We received notice of the 1st Mission Support Command (MSC) being selected as the host for this event on Oct. 8, 2025, but began planning and gathering the tools on Nov. 11, 2025, due to the government shutdown,” said Guzman. “We wanted to jump in on the planning and coordination early due to the importance of the event not only to the Army Reserves, but the wider Army as a whole. We convene nominative Command Sergeants Major to discuss force structure issues, Soldiering difficulties, modern threats to find solutions, such as new processes and how to make them work with upcoming doctrine and policies.”

    Recommendations from the council help shape policies, strategies, and regulations to improve the lives of soldiers and their families, with a focus on both immediate needs and long-term improvements.

    Guzman stated, “I believe we were asked to host the event for a few important reasons. First, as the Army Reserve element in Puerto Rico and the Caribbean, we are subject-matter experts in our areas of responsibility (AOR) and the geographic space we occupy. Second, our Soldiers are most similar, culturally, linguistically, and in shared histories, to our allies and partners in the western hemisphere. Our Soldiers tend to possess at least two, if not more, languages, and we have soldiers from Colombia, Dominican Republic, the Virgin Islands, Peru, to name a few.”

    The council brings together senior non-commissioned officers (NCOs) to discuss critical Army topics and make recommendations to senior leadership, including the Sergeant Major of the Army. They advocate for soldiers by addressing readiness, training, and the force's overall welfare.

    “These Senior Enlisted Leaders traveling to our AOR proves that no place is too small or too remote for them to care; the venues they visit across all the different Army Reserve locations allow them to inspect our different capabilities throughout the continental and overseas locations. However, given the current focus, having our leaders learn firsthand the social, political, and military engagements going on in the western hemisphere, it is invaluable for them to understand the strategic importance of Puerto Rico and the Caribbean as a whole,” concluded Guzman.
