    CFAY Hosts Emergency Kit Outreach Events Throughout April

    YOKOSUKA, Japan — Commander, Fleet Activities Yokosuka is hosting a series of Emergency Kit Outreach events throughout April in partnership with the American Red Cross to help community members prepare for natural disasters. The events, organized by the CFAY Emergency Management Department, will feature examples of well-stocked emergency kits and offer hands-on guidance for building your own.

    The outreach comes as the CFAY community last month remembered and marked the 15th anniversary of the Great East Japan Earthquake, a magnitude 9.0 quake that struck off the northeast coast of Honshu on March 11, 2011. The most powerful earthquake ever recorded in Japan, it triggered tsunami waves reaching up to 133 feet, resulting in nearly 20,000 deaths and an estimated $235 billion to $309 billion in damage. With typhoon season in Japan also approaching, the CFAY Emergency Management team wanted to remind the community that there is no better time than now for forward-deployed service members and their families to verify emergency kits, establish communication plans and confirm evacuation routes.

    Build Your Emergency Preparedness Kit

    Think of your emergency kit as your personal resource for safety and comfort. It should contain everything your household needs to get through a disaster without power or access to services. Use this checklist to build your emergency kit.

    • Water and Food A minimum of 7-day supply of both water (one gallon per person per day) and non-perishable food and include a manual can opener. To stay nourished and hydrated. Ready-to-eat canned meats, fruits, and vegetables are excellent choices. While a 72-hour kit is a common standard, a 7-day kit is recommended for OCONUS locations.
    • Light and Communication Battery-powered or hand-crank radio, flashlights, and plenty of extra batteries. To stay informed with weather updates and provide safe lighting during a power outage.
    • First Aid A complete first-aid kit, a 7-day supply of any prescription medications, and over-the-counter drugs like pain relievers. To handle minor injuries and manage health needs at home.
    • Sanitation Moist towelettes, garbage bags with plastic ties, toilet paper, and hand sanitizer. To maintain personal hygiene and keep your living space clean and healthy.
    • Important Documents Copies of insurance policies, identification, and bank records stored in a waterproof container. To ensure you have access to critical information needed for post-storm recovery.
    • Tools and Safety Wrench or pliers, dust masks, duct tape, and a fire extinguisher. To help you manage your immediate surroundings and stay safe.

    Customize Your Kit for Your Loved Ones

    Every family is unique, so your kit should be too! Consider adding:

    For Children: Books, games, or puzzles to keep them entertained. For Infants: Formula, diapers, bottles, and baby wipes. For Pets: A 7-day supply of food and water, medications, a leash, and a carrier.

    Emergency Evacuation Program (EEPs) and Family Plans

    In an emergency, communication can be disrupted. A family communication plan is vital to ensure everyone knows how to reach each other. Your plan should include Emergency Contacts and pre-designated meeting places. For more information on creating a family emergency plan, visit Ready.gov: https://www.ready.gov/plan

    A key component of readiness for forward deployed personal and families is a comprehensive family emergency plan and an up-to-date U.S. Forces, Japan (USFJ) Emergency Evacuation Program (EEP) packet.

    The USFJ EEP is a mandatory requirement for all SOFA-sponsored personnel. This program facilitates the orderly evacuation of non-essential personnel during an emergency. Your EEP packet is a critical collection of documents that would be essential during an evacuation.     Stay Informed

    First, register for the CFAY Emergency Management AtHoc Notification System. This system reaches all registered personnel through text message, email, and the AtHoc app, providing updates on storm conditions, gate closures, and other pertinent information. https://cnrj.cnic.navy.mil/Installations/CFA-Yokosuka/Operations-and-Management/Emergency-Management/AtHoc-Notification-System/.

    Personnel living off base may want to consider registering for emergency notification systems operated by local Japanese cities.     Personnel with a radio should consider taping a note to it as a reminder that AFN’s AM station is Eagle 810. Eagle 810 serves emergency communications and allows AFN personnel and base officials to reach community members even during long-term power outages.
