    FORT HOOD, Texas – In a move to improve efficiency and coordination, the Army has transferred contract administration duties for Fort Hood and eight other logistics sites to the 418th Contracting Support Brigade. This change, which moves responsibilities from the Army Contracting Command-Rock Island in Illinois, is designed to streamline support for post-award contracts while ensuring strong oversight and accountability. The transition affects all nine Enhanced Army Global Logistics Enterprise locations and is a key part of the Army's ongoing efforts to refine its contracting operations.

    While the contract administration functions have shifted to the 418th CSB, the overall contracting authority remains with ACC-RI. This ensures continuity and consistency across the enterprise, preserving the integrity of contracting processes and maintaining alignment with Army-wide objectives. ACC-RI will continue to provide overarching guidance and oversight, ensuring that the transition does not disrupt operations or compromise the quality of support provided to the warfighter.

    “The delegation reflects the Army’s commitment to adapting its contracting structure to better meet the demands of a dynamic operational environment,” said Alison DeVilder, contracting officer/contracting instructor. “By delegating contract administration functions to the 418th CSB, the Army is empowering regional teams to provide more localized and responsive support, while leveraging ACC-RI’s expertise to maintain enterprise-wide consistency.”

    To prepare for this delegation, a comprehensive training program was conducted at Fort Hood, Dec. 9-18, 2025, bringing together contracting professionals from across the affected sites. The training focused on building foundational skills, strengthening coordination practices, and equipping personnel with the tools needed to support the Army’s evolving mission needs. Participants embraced the change, demonstrating a commitment to excellence and adaptability as they prepared to take on their new roles.

    “The training was highly beneficial,” said Capt. Felix Derosin, procurement officer. “Instructions from subject matter experts at Rock Island significantly enhanced our understanding of contract administration functions and helped close a critical capability gap at the brigade and battalion levels. It reinforced the importance of post-award contractor oversight and the necessity of having trained personnel at those echelons to effectively administer contracts and hold contractors accountable for performance.”

    This delegation is part of a broader effort to optimize the Army’s contracting operations, ensuring that resources are managed effectively and that the warfighter receives the support needed to succeed. By aligning contract administration functions with regional contracting support brigades, the Army is enhancing its ability to respond to mission requirements quickly and efficiently, while maintaining the rigorous oversight necessary to safeguard taxpayer dollars.

    As the Army continues to evolve its contracting processes, the collaboration between ACC-RI and the 418th CSB will serve as a model for future delegations. Together, these organizations are working to ensure that the Army’s contracting operations remain a cornerstone of readiness and mission success.
