    NAVFAC Pacific Announces 2026 Project Manager and Architect, Landscape, and Interior Designer of the Year

    JOINT BASE PEARL HARBOR-HICKAM — Naval Facilities Engineering Systems Command (NAVFAC) Pacific announces the 2026 Project Manager of the Year and Architect, Landscape, and Interior Designer of the Year.

    Architect, Landscape, and Interior Designer of the Year – Naomi McCreary

    McCreary is recognized for her exceptional leadership in architectural planning, coordination, and delivery of complex vertical construction projects across the Pacific. She has led numerous military construction efforts from early scoping through award and construction support, consistently translating diverse stakeholder needs into clear, executable design solutions. During post-disaster recovery efforts, McCreary co-led rapid planning initiatives to define construction scopes for operational and support facilities under compressed timelines. Her hands-on design leadership and multidisciplinary coordination contributed to award-winning project outcomes.

    “Naomi brings an exceptional level of precision, leadership, and technical coordination to every project she touches,” said Estrella. “Her ability to define scope, mitigate risk, and maintain design integrity is critical to successful project delivery. Naomi’s contributions have a lasting impact on the built environment and mission readiness across the Pacific.”

    Project Manager of the Year – Julie Matsumoto

    Matsumoto is recognized for her sustained excellence in managing complex, high-visibility infrastructure programs across the Pacific. With more than 18 years of project management experience and over 26 years in project execution, Matsumoto manages a demanding portfolio of high-visibility projects valued at approximately $3 billion, many requiring advanced coordination and executive-level engagement. Matsumoto played a key role in recovery efforts following Super Typhoon Mawar and supported major waterfront and infrastructure programs with significant interdependencies. Beyond her own workload, she actively supports peer mentoring, training, and continuity across the project manager workforce.

    “Julie consistently delivers results under the most demanding conditions,” said NAVFAC Pacific Assistant Chief Engineer Larry Estrella. “Her ability to manage complexity, mentor peers, and step in where gaps exist makes her an indispensable leader within our project management community. Julie sets the standard for project management excellence at NAVFAC Pacific.”

    The pair was selected from among the top talent within NAVFAC Pacific based on a rigorous evaluation of their professional achievements and technical expertise.
