    NAVFAC Atlantic awards $150M architect-engineer contract for SIOP design and engineering support

    Naval Facilities Engineering Systems Command Atlantic awarded a $150 million firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineer contract to M&N-BMCD LANT SIOP JV, of Norfolk, Virginia, to provide design and engineering support advancing the Navy’s Shipyard Infrastructure Optimization Program.

    The contract supports planning, design development and technical analysis for infrastructure modernization projects primarily at Norfolk Naval Shipyard, with the potential for additional tasking at locations worldwide under the oversight of Naval Facilities Engineering Systems Command Atlantic. Work will focus on early-phase engineering and site investigations required to modernize facilities and utilities critical to sustaining shipyard operations and long-term fleet readiness.

    “SIOP takes an integrated, enterprise-focused approach to modernizing the Navy’s public shipyards by aligning infrastructure and industrial plant investments across the shipyard system,” said Capt. Luke Greene, Shipyard Infrastructure Optimization Program manager. “This coordination improves capacity, enhances workflow and positioning, and ensures the Navy can sustain its nuclear-powered fleet safely and effectively for the long term.”

    The award supports the Navy’s ongoing modernization of its public shipyards through the Shipyard Infrastructure Optimization Program, an enterprise-wide initiative integrating infrastructure, facilities and industrial equipment investments across the shipyard enterprise.

    Architect-engineer services under the contract are tailored to the geology, environmental conditions and construction requirements of the Mid-Atlantic region. Work may include development of military construction project documentation; planning and design charrettes; design-bid-build and design-build solicitation packages; engineering studies and modeling; site engineering investigations; topographic and geotechnical surveys; hazardous material and munitions of explosive concern surveys; hydrographic surveys; construction cost estimating; collateral equipment buy packages; comprehensive interior design services; post-award construction support; program management; and updates to United Facilities Criteria and United Facilities Guide Specifications.

    The contract consists of a base year and four option years, providing up to 60 months of performance or until the maximum contract value of $150 million is reached, whichever occurs first, with the base period running from Jan. 16, 2026, through Jan. 15, 2027, and option years extending performance through January 2031. Fiscal year 2024 military construction-design funds in the amount of $10,000 will be obligated at the time of award to satisfy the guaranteed minimum and will expire at the end of the current fiscal year. The contract was competitively procured through the SAM.gov website in accordance with federal architect-engineer selection procedures under Title 40, U.S. Code, Chapter 11, with two qualification packages received and evaluated based on specialized experience, professional qualifications and past performance, as well as quality control, program management capacity, sustainable design practices, commitment to small business, firm location and volume of work.
